Tag new release to solve Symfony YAML parser error #164

Please tag new release. When using the YAML dataset and latest version of PHPUnit, we get errors from the Synfony YAML parser. The fix have already been committed, so a new tag will solve the issue.

1.4.0 is now tagged. Sorry for the delay. Between a recent job search and move, I haven't been able to give this project much of my time. I appreciate your patience.

I released PHPUnit 4.7.1 with the only change being DbUnit 1.4.0 bundled in the PHAR.
