Please consider reinstating .phar downloads in releases #342

PHPBU releases 6.0.18 and 6.0.19 do not include .phar downloads in the assets list. Version 6.0.15 was the most recent release to include a .phar download.

Please consider reinstating the .phar downloads as part of the release process. Thank you.
