Support for Random Failures #7

It would be nice to have the ability to play scenarios with random failures.

E.g., having links suddenly jumping to inactive state or mirrors which crash and restart.

This would allow to inspect the reliability of the system or a controller of it.

realized. sim.conf allows to specify the fault_probability
