Docker Support #14

This PR proposes to resolve #12 with:

A /Dockerfile using an nginx base image and additional files in /docker directory
A GitHub workflow to automize the building and publishing of docker images (on manual dispatch)
A section about the docker image in the readme

To make the workflow working, these secrets need to be set on the repository settings by the repository owner:

GIT_USER_NAME e.g. sebferre
GIT_USER_EMAIL e.g. ferre@irisa.fr
DOCKER_REGISTRY e.g. ghcr.io
DOCKER_IMAGE_NAME e.g. ghcr.io/sebferre/sparklis

Todo:

Define the DOCKER_IMAGE_NAME and replace ghcr.io/geovistory/sparklis in the readme with the new name.

The GitHub workflow has been tested on this fork
The docker images resulting from the fork are available here
