Design decision editor:

[x] Create footer action bar for 'annotate' button
[x] Separate button and progress bar
[x] Fix token manager display issue
[x] Limit the length of meta information. Click on 'see more' to expand the card.

Stand-alone editor:

[x] Add 'upload' button to footer
[x] Open dialogue for upload zone when clicking on 'upload' button
