Implement timecode system #8

Internal timecode value is updated either internally or externally Timeline is connected. Busking / tap tempo probably not connected.

There should be a window or else add it to the sync window that shows the input type/device and allows selection between them. There should be a valid signal indicator. Just like the midi clock system which shows when there is a valid signal. Timecode display should be on screen and resizable with an option to keep on top.
