Fix docker build #36

As per @MerlinsSake suggestion in #33 .

Added build-essential libpq-dev libpcre3 and libpcre3-dev to built image.

Hi,

Thank you for the contribution, however, this is not a proper fix, as it makes the final image bloated. I have fixed the issue in commit #9e75c9f
