With 2.6.0, the scapy.1 man page is no longer installed #4549

Brief description

As discussed in #4196, after recent refactoring, the scapy.1 man page is no longer installed. Adding this issue for tracking purposes.

How to reproduce

Note that the generated wheel no longer contains scapy.1, as it did with 2.5.0 and earlier.
