How would you like the feature to work?

Similar to features found in RLV scripting (which isn't always 100% effective), this functionality would allow a person to keep specific objects, layers, tattoos, etc... on their avatar even when changing outfits. However, you can remove them from specific outfits if so desired. I envision a folder like those found in RLV where anything you place in there will remain attached unless you turn that item off or deliberately remove it.

Why is this feature important to you? How would it benefit the community?

This is important for users with hundreds or thousands of outfits and want to add a layer or object to all outfits but have nothing to use for replacing links. This may be a new or unique item that they would like to see on all their outfits. RLV collars and objects are not always very good at this and due to community scripting can be somewhat risky to use long term.

Can we make suggestions here? There is already a feature for "Lock" under object options. Why not use that to prevent detaching of an attachment if lock is selected?

With respect to the comment about locking objects I was primarily focused on tattoo & BOM layers, which doesn't currently allow for locking.
