[BUG-233189] Enhancement to animation function - scale playback speed in world #10326

How would you like the feature to work?

Make it possible to scale the playback speed of an animation. For example, give the animation a property of a number to scale from the original speed.

Why is this feature important to you? How would it benefit the community?

In the SL Dance community, we create long dance productions by stringing many individual dances together, using various HUDS. Finding animations that fit the precise timing of a music selection is a huge and difficult challenge. If we could scale the playback speed of each animation individually, our options would increase tremendously.

We have some similar requests already in the queue as possible future work - will add this one too.
