[BUG-233584] Provide text transcripts of official audiovisual communication #10662

How would you like the feature to work?

A lot of communication from the Lab happens in the form of voice or video content, e.g. the Lab Gab videos or the various Working Group meetings, where residents typically use chat, but the Lab respresentatives use voice.

For all of those kinds of audiovisual communication, please provide a text transcript. Ideally in (near-)realtime (transcribed by modern speech-to-text software), or shortly after as an edited/corrected version.

Why is this feature important to you? How would it benefit the community?

I understand it is more convenient to simply talk, however, text is far superior to the spoken word in some crucial aspects:

1) Acessibility for hearing impaired, but even more so for people who have a hard time understanding spoken (and potentially accented) English. A text transcript makes access for these groups easier, or makes it possible in the first place.

2) Translatabiluty through offline translators, for non-English-speakers.

3) Searchability / indexing - query for specific things, jump marks, hypertext, etc., so you find information in past transcripts faster.

4) Speed - you can skim a text way easier to find the important part, than sit through a 45 minute video.

5) Timezones - a lot of the Workgroup takes place at times close/past the bedtime of typical dayjob-working Europeans. A text transcript helps them to know what happened in th emeetings.

Providing timely text transcripts of official communications levels the playing field for all residents otherwise excluded or hampered by audiovisual communications. It makes the Lab appear as a modern, inclusive communicator. Modern voice-transcription software makes it very little extra overhead for the lab.
