Ideally, scripted agents could be restricted from accessing Regions within Estates, and Parcels within Regions (specifically including Mainland), analogous to current access constraints "Must have payment info on file" and "Must be 18+". Why is this feature important to you? How would it benefit the community?
Do you really want Estate owners to partition their regions into separate Estates for each option they choose? Add a few more of these choices and an Estate will be a Region.
I'm not seeing the advantage to preventing Mainland users from restricting scripted agents from their parcels.
Assuming additional user interface work is planned for the Estate-scope "Ban the Bots" functionality now in RC, that work might be at least informed by the need for Region and Parcel scopes.
ON THE OTHER HAND, if there are adverse simulator performance implications, a similar parcel level effect could be achieved with BUG-233274, accepted 8 February 2023. Personally, I'd be fine with that alternative.
