[BUG-233761] Clear the water routes by setting abandoned land to Linden Land

How would you like the feature to work?

I notice that the Land Auctions often have parcels of 'water' land that is clogging up water routes. Instead of putting this 'water' back on the market, how about making it public access land?

Why is this feature important to you? How would it benefit the community?

While not having the sale/tier income from the auctioned land, I believe that having more sailing areas would improve land values on the Mainland as a whole.
