[BUG-234115] Changing the Nearby Chat area to not be hidden behind Chat button process #11097

How would you like the feature to work?

https://gyazo.com/62f77cf4443908e4e73eb1844e7d2f65 In third party viewers, chat is front and to the left of the base of the viewer, it is very obvious, this is where people are talking, this is where you type to reply. In the Second Life viewer, to reply you need to open the chat option and type, then follow along in that window, or close it and then wait for a reaction in toasts if they pop up and then open the window again, to keep an ongoing conversation you have to keep that window open taking up space in your screen. To continue chatting with others in open chat in other viewers you do not keep anything open you just go about your business and if you want to keep typing you just do so in the chat bar and the toasts continue flowing etc. If you want to reread history you can open that chat to be a floating window and read back, but it is not necessary like it is with the SL viewer. Not only is nearby chat hidden, but IMs are also the same, so if you do not notice the flashing button, or have sounds turned on you can completely miss a bunch of IMs that have come in, where as on the other viewers your other side of the viewer fills with squares taken from profile pictures to show that you have individual Ims from those people, or group chats etc. https://gyazo.com/b32f870cc6feee501150f536a35150ac again taking up no room on the screen and the orange word cloud shows that it is an unread message, it also has a toast when the IM first comes in, but you can keep track of everything and see at a glance that you have multiple things going on, and not ignoring what may be the flash of an IM or the continued flash of a group chat etc.

Why is this feature important to you? How would it benefit the community?

Communication is so important in SL but especially for the new users, we are spending hours at hubs and people are not replying at all when greeted, when contacted directly not because they are rude, there could not be that many rude people, but because they do not know they are being communicated with. Many times an hour or more later I get the ' i did not see this' and even as an older resident if I am using the Sl viewer I have missed work IMs etc for the same reasons, its too hidden behind one small button.

Issue accepted. We have no estimate when it may be implemented. Please see future release notes for this fix.
