[BUG-234645] HDRI Import #11540

How would you like the feature to work?

Add a menu item Build->Upload->Environment that allows for the import of a new asset type ("environment").  Add an option to sky settings to use an environment asset for rendering the sky.  Allow upload of environments in HDRI (exr) format and preserve full HDR.  Allow mixing of sun/moon and clouds/haze on top of the HDRI.

Why is this feature important to you? How would it benefit the community?

HDRI is the industry standard for environment maps and real world 360 snapshots.  These images capture not only the look of the environment, but also the light emitted from the environment.  The new default midday is an approximation of one such HDRI (https://polyhaven.com/a/cloud_layers.)).  Allowing residents to substitute an off-the-shelf or custom HDRI would unlock their creativity and allow for any conceivable environment to be represented, not just those that can be recreated with our existing sky settings.  It would also free environment artists from having to deal with our esoteric environment system.
