[BUG-234693] llStartAnimationOffset() - choreography need

How would you like the feature to work?

Identical to llStartAnimation() except an offset parameter specifies the number of seconds into the animation to begin play. I'd like to see this (float) parameter added to Accepted Request for llStartAnimationSynced().

Why is this feature important to you? How would it benefit the community?

Currently choreographers mask and unmask animations to try playing a particular move within an animation. It's a limited technique and difficult to learn.

If we could start an animation at any arbitrary point within that would give more people the ability to engage with choreography.
