It sounds like you are experiencing something similar to BUG-37646.
Can you run a session where you reproduce the avatar outfit problems and then logout. Then before relaunching the viewer, zip up the viewer logs folder & attach it to this issue using More Actions -> Attach files. Steps to Reproduce
I must dress my avatar basics (shape, skin, eyes) and only then all outfits appear. But even then they don't work properly. If I select an outfit, click wear (replace outfit) it wears but don't appears. I must click in every piece and wear them again, one by one to make things work. If I select other outfit, the same occurs. To take off some thing, they don't disappear from the Wearing list.
Actual Behavior
My clothing is not loading properly. All outfits don't appear even passing some time.
Expected Behavior
I would wait for some seconds, the outfits become available and I can change them without problem.
Other information
I reinstalled Second Life twice (official viewer) and the problem remains. I performed an Avatar test for both sexes and the female av come with all clothing ok, but a male shape. The same with male avatar (right clothing,female shape).
