If you only see the "Problems setting default permissions" warning occasionally then it's nothing to worry about. If you see it every single login then it could be a problem with the region you are logging into or a connection issue or your login is almost timing out. See BUG-9066 for more details about that warning.
Regarding the animation problem - I went to the location given in your system information & the animating objects at that location appear to be working okay. They animate automatically on sit. Is this the location you are having problems with the animations or is it somewhere else? Some animating objects require you to give permissions to animate - you will see a pop up in the top right of the viewer asking you for permission to animate.

I am having animation problems where I reside also in regards to the utilization of furniture animations.

Hmmm... why is Vantasia's system information showing "LLCEFLib/CEF Version: [LLCEFLIB_VERSION]" with missing version number? She is on default release, Second Life 3.8.6 (305981) Oct 13 2015 17:30:25 (Second Life Release), which is a webkit build, not a CEF build. System information should show Qt Webkit Version: 4.7.1 (version number hard-coded).

Some added information: I have another avatar that I use on the same computer that does not have these issues, which I find confusing.

Vantasia, could you test again with the latest Second Life viewer? http://secondlife.com/support/downloads/
If you still see the "Problems setting default permissions" message please attach the SecondLife.log data from your viewer to this issue; see https://wiki.secondlife.com/wiki/Finding_Log_Files
Steps to Reproduce
When trying objects with animations, my avatar will not animate even with AO off.
Actual Behavior
I was receiving this message as soon as I log on.
Expected Behavior
My avatar to animate.
Other information
Using Windows 10 and also attempted to manually set permissions to default.
