Heya Samantha,

I suspect this is some kind of connection problem, as your image shows pretty much total failure of any textures to load, as well as you mention a problem connecting to voice and the avatar rezzing issue.

I went to the location shown in your image and everything is loading up there just fine, so it doesn't appear to be a region problem.

To try & get your avatar to rez: Quick fix that works for most cases: Open your inventory and expand the "My Outfits" folder. Choose any saved outfit folder and drag it onto your avatar and your avatar should then rez.

If this doesn't help, try logging into a different region and changing your outfit and see if your avatar will rez. If your problem turns out to be limited to one specific region, then this region may need to be restarted.

If testing on a different region does not help the please can you try the following: In the top menu bar of the viewer, go to Me -> Choose an Avatar -> Classic -> Choose one of those avatars and use "Select". Your avatar should hopefully rez correctly once you have done this and you can then get dressed normally.

If this doesn't help, create a new folder in your inventory and inside this folder, place a skin, a shape, a hairbase and some eyes (non-prim). Then Right click this folder and REPLACE outfit. You must replace, not wear or add to or it wont work. If your avatar then rezzes, you can get dressed normally.

If this is a connection issue then the above steps may not work. Because of the severe failure to load textures, I suspect this may be a DNS issue. Try changing over to Google public DNS & see if this fixes the problem. Instructions are here: https://developers.google.com/speed/public-dns/docs/using

Your antivirus software may also be causing the problem. Certain antivirus software are known to cause problems with Second Life, most notably Webroot. If you do use Webroot, best thing you can do is uninstall it and switch to a different antivirus software. Webroot will cause severe slow loading of textures and mesh.
