[BUG-40715] [NEKO] Start/Stop all media button no longer toggles reliably

Steps to Reproduce

• Login on Neko build: http://automated-builds-secondlife-com.s3.amazonaws.com/hg/repo/viewer-neko/rev/320726/index.html

• Fig 1 shows my media settings in case relevant (media autoplay is enabled).

• Go somewhere where parcel music is playing and there is some media content (MOAP or parcel media).

• When parcel music and media is playing, click on the Start/Stop all media icon (|| button).

  Observed Behaviour

• The Start/Stop all media button no longer toggles reliably.

• Sometimes it works as expeced but around 50% of the time when music/media is playing, clicking || does not stop music & media playing & the button does not toggle.

• Other times the music and media will stop playing but the || button does not toggle.

• Other times the || button will toggle back to the play icon |>, but the music and media do not stop playing.

• Fig 2 attached shows the button failing to toggle after multiple clicks.

  Expected Behaviour

  The Start/Stop all media button should reliably toggle when clicked.

  This does not reproduce on default release Second Life 4.1.1.320331 (Second Life Release)

The MOAP I'm standing infront of was starting and stopping playback correctly when I toggled the play/stop button, however the MOAP prim to the left (out of shot) remained playing the whole time.

This shows the play/stop button stuck in the |> (not playing) state when toggled and the MOAP media does not stop playing.
