[BUG-41309] Detached and reduced nearby chat floater does not maintain its position through viewer restart. #12856

Steps to Reproduce

Fiddling with UI layout.

Actual Behavior

Trying to move detached nearby chat to the bottom of window just above toolbar button row and the floater would not maintain its position across a restart.

Expected Behavior

Nearby chat to retain its set position across viewer relog.

Other information

On first try the floater wound up in the middle of the screen/scene. On the second try it was below the bottom toolbar space. Moved it to desired position again and it moved to below the bottom toolbar area again.
