[BUG-41407] Parcel Environment settings similar to region/estate settings #12934

How would you like the feature to work?

Parcel owners given the option to change environmental settings for visitors to see (check image for better understanding)

Why is this feature important to you? How would it benefit the community?

It's important to me because I don't want to use another viewer to set a parcel only windlight setting (image shows firestorm's trick of doing that, but that setting cannot be seen by other viewers)

In response to Lucia's change " This issue relates to BUG-7116 [ BUG-7116 ]" I don't want this to be a SCRIPTED thing because not all viewer creators want to make a "bridge" **cough*niran*cough** I was hoping this would be apart of the parcel's "about land" settings in a way.

Details for how Parcel Windlight works in Firestorm can be found here: http://wiki.phoenixviewer.com/fs_windlight Please note that FS Parcel Windlight also supports altitude zoning.

@Whirly Fizzle, sorry for leaving stuff out ._. the ideas are in my brain, just not the explanation.
