[BUG-5585] Notifications dropping before capping #13543

Steps to Reproduce

Logged out.

Actual Behavior

Upon logging in, no notifications received while offline appear as popups. Notifications are being sent as they can be found in each group's notification history. Instant messages are NOT being capped, as I neither receive enough for that to happen nor am I being notified of such an event. Notifications are enabled for all groups. They appear correctly as they arrive when logged in.

Expected Behavior

Notifications to appear stacked as they do when logged in.

Other information

It does not seem to matter which operating system or viewer I use. Notifications also do not send to E-mail, as I have them set to.

Possibly BUG-5550 ? (Apart from the not receiving to email part...)

Sort of. I'm not sure if the inventory offer is what's breaking the delivery, but all of the symptoms are the same. I'm able to receive offline notifcations after receivng ones with notecards attached, but I don't think attached landmarks make it through. Instant messages andfriend requests seem to go through fine.

ETA: I'm going to test momentarily.

Upon trying to reproduce the problem myself using my main account and an alternative account, I could not get notifications to drop as they do normally for me. Whether I sent notices (in a group including just the two accounts) with or without an attachment or I sent an inventory offer through normal means, all notifications went through. However, upon logging out and waiting about a half hour for a notice to come through my normal groups, the notification was once again dropped.

I would like to reiterate that this is NOT an exact duplicate of Bug 5550 since it does not seem to be affected by inventory offers.
