[BUG-5771] can't open lag meter #13691

Steps to Reproduce

opening the lag meter

Actual Behavior

pressing the lag meter option doesn't open the lag floater.

Expected Behavior

the viewer to open the lag meter.

Other information

the log shows: 2014-04-17T14:02:07Z WARNING: LLFloaterReg::getInstance: Floater type: 'lagmeter' not registered.
