You graphics drivers are really out of date there. You are using 8.17.0010.1083, which appears to be the Catalyst 11.06. The latest driver for your card is the Catalyst 14.4, which you can download here: http://support.amd.com/en-us/download/desktop?os=Windows%207%20-%2064#amd-catalyst-packages Install this driver update and see if things are any better for you.
You also have very little RAM (1643 MB). I is recommended to have 3 GB or more of RAM for Secondlife to run smoothly (https://secondlife.com/my/support/system-requirements/index.php?).

im stading or loading the world up

im lagging way to much i can barly move and when i do move i move to fast

for it to work right and no lag and so i can walk and run and fly and everything else like i used to
