I have noticed this has worsened in the last few weeks. When moderating a group of less than 50 members it can take 3 or 4 attempts to get 'allow text chat' unchecked. When moderating a group of > 50000 members I have sometimes tried 50 times and still been unable to uncheck the chat ability
Very difficult with the situation still in place that even kicking from group does not stop people rejoining the chat....

I had this issue a few days ago in a group chat of 2 people, 5 people in the group in total. Took me 3 attempts to get the command to go through when the two accounts in the group chat were on the same empty region together. Something's certainly not right around here, and it's certainly not limited to larger groups. Smaller groups will have this issue too.

In Second Life Server 14.06.04.290645, with both viewers running "Second Life 3.7.8 (289922) May 9 2014 12:41:36 (Second Life Release)", I tried out this bug.
In my tiny 2-person group, the 'Allow text chat' option did update quickly for me each time after the first attempt. I did, however, notice some flakiness:
Unable to send your message to the chat session with [Group Name]. Error making request, please try again later.

Even though I didn't quite get around to reproducing the 'flakiness' of group chat text moderation, the issue about defeating moderation by leaving an rejoining a group session seems to indicate that the current design is simply broken. If/when the design is fixed, perhaps toggling 'Allow text chat' will follow more failsafe behavior.

Yep, this has been the case for a long time (probably forever...).

Steps To Reproduce
Login Avatar A, which must have moderator rights in a Group B.
Open Group B chat and verify that chat is successfully initialised and that you are receiving group chat posts and can post yourself.
Expand the list of group chat participants and wait for it to populate fully.
Pick a name in the group chat participants you wish to disallow group chat for - Avatar C.
Right click Avatar C in participants list -> Moderator Options -> Untick "Allow Text Chat".
Ask Avatar C if they can still send chat in Group B &/or right click on Avatar C again -> Moderator Options and see if "Allow Text Chat" is enabled again.
Once you have managed to successfully untick "Allow Text Chat", attempt to retick it to allow text chat.
Observed Behaviour
Pretty often it will take several attempts to get a change made to the "Allow Text Chat" setting to actually stick.
The more members a group has, the more often changes made to the "Allow Text Chat" setting will revert. A group doesnt need to be that big to easily reproduce this though, for example a group with ~200 members usually takes 3-4 attempts at toggling the "Allow Text Chat" setting before it will stick.
When you toggle the "Allow Text Chat" setting for Avatar C and straight away bring up the Group Moderator options again for Avatar C, often the "Allow Text Chat" setting change will have been reverted. Note that the cause of this is not other group mods making changes at the same time or Avatar C leaving and re-entering group chat to reset the option - this can be reproduced with 2 alts that you have total control over.
When you toggle the "Allow Text Chat" setting for Avatar C, one of 4 things can happen:

#### Other Information
I suspect this problem isn't new and it is probably related to the general flakiness of group chat. We do most of our group moderation using bots to block posting in a groups chat so I cannot be sure when this started or if it has worsened lately. I do not see an issue filed already for this problem though.
However, we have been getting complaints this past week from Firestorm users about it suddenly not working and I was able to easily reproduce this on the official viewer and Singularity viewer too.
