Heya DaxCaritas,
It sounds like the problem attachment is the "Male Party Collar with Necklace (Blue)" from the "Male Party Outfit" Library avatar.
Firstly please can you try logging in directly to a different region and then try to remove this attachment. It is possible for a region to be broken in such a way that you cannot remove or add attachments to your avatar. If this problem does turn out to be limited to one particular region then this region needs to be restarted.
If this doesn't help then go to Me -> Choose an avatar -> Classic -> Choose any of the avatars in this list and click "Select". This will do a full outfit replacement. If the collar/necklace attachment is then removed from your avatar, you can then get dressed in your prefered outfit.
If the collar/necklace attachment is still stuck, right click your avatar nametag -> Take off -> Detach all

Steps to Reproduce
Simple, It won't let me get to a clean avatar to start from scratch with. I've tried to detach it and drop it but it doesn't let me do it. That collar and necklace sticks no matter what I try to remove from the body and wardrobe.
Actual Behavior
Can't get the blue collar or shell necklace to detach from the avatar. Tried changing to many other avatars but it just won't go away! Very frustrating since I just bought some skins and hair that cannot be copied, transferred or modified! What's up with this!
Expected Behavior
Ever turn into a big white vampire with a puka shell necklace and a blue collar sticking out of his back!
Other information
I thought I could change the avatar into whatever I wanted after I signed up. Not so.
