Are you still having this problem? A lot of people were reporting similar problems earlier and whatever was wrong appears to have now cleared up (I suspect CDN was having another hissy fit).
If you are still having this problem, please go to the top menu bar of the viewer: Help -> About Second Life, click the "Copy to clipboard" button and paste all your system information into a comment here.
Can you also run a session where you experience the rezzing problems and then after logging off, zip up your logs folder and attach it to this issue using More Actions -> Attach files. This page tells you where to find your logs folder: http://community.secondlife.com/t5/English-Knowledge-Base/How-to-report-a-bug/ta-p/733545#Section_.3
Can you also attach a screenshot to this issue showing the rezzing problems. You can attach images using More Actions -> Attach files.

When filing a Jira please provide more details of your problem. Without this information your jira will be closed as Needs More information and will not be triaged.
Please include:
(!) Which version of the client are you using? (This can be found in Help, About Second Life)

(!) A description of the problem, explaining what you do / see / don't see, including any error messages displayed

I am currently experiencing this problem as described above. Textures are refusing to load, avatar is still a cloud, been staring at nothing but blobs in the background for at least an hour now as I scour the forums looking for a solution. Version and specs below, no error messages seen, no idea how to reproduce this, I've relogged several times to no avail, it just happens.

Stilt, are you still having this problem? There was a spate of reports yesterday from Residents suddenly having problem fetching any textures or seeing mesh but this cleared up after a couple of hours. I guess CDN was having another transient problem.

I was last night, but I just logged on a few minutes ago and everything is back to normal. Everything I tried last night didn't do anything, so I gave up and logged for the night. Didn't change anything else between then and now so don't know what fixed it, just happy it did :)

Have similar issues. Seems to come and go. Worst at night from about 6pm SLT on, but clears up later. Always seems fine during the day. Doesn't matter on sims, crowded or empty. Doesn't matter which viewer. Textures, meshes (mainly) and some sculpts just refuse to form or take massive amounts of time to load. Had no issues at all until several weeks ago shortly after the massive unscheduled maintenance restarts Feb 11-12th. Then rezzing just started failing all over. But randomly clears up next day, only to start failing again. Seems busier SL is with people (Grid wise) worse rezzing gets
