The music stream set at the location you gave above does not appear to be broadcasting at the moment - the URL (http://listen.radionomy.com/CasaNostra) does not work in an external web browser either. You will need to change the stream URL to one that is currently broadcasting.
I can confirm that voice is broken on the Windy Gyle region. If you login directly to Windy Gyle, voice will not connect. If you login to another region, voice will connect and work as normal. If you then teleport to Windy Gyle, voice will continue working fine unless you disable then re-enable voice while on Windy Gyle region. A lot of regions have broken voice in this way since the last voice maintenance - restarting Windy Gyle region should fix this problem.
This is a mainland region so you will need to contact Linden Lab support to request a region restart. You can contact support directly at https://support.secondlife.com/
