h4.Steps To Reproduce
You need 2 avatars to test this, Alt A and Alt B
Login Alt A on any viewer version
Rez a prim, name it Spammer and add the following script:
This prim will spam local chat every 5 seconds saying "Evil chat spam"
Attach this prim to Alt A
Login Alt B on a recent release of Viewer 3 (Alt A must still be logged in)
Alt B: Go to Communicate -> Block List -> Block Object By Name
Enter the name Spammer -> Ok
The Spammer object will then show as blocked by name in the Block list
Observed Behaviour
Alt B still sees the chat coming from the Spammer attachment worn by Alt A

Alt B should not see any chat coming from the Spammer attachment worn by Alt A This used to be the case. I am still narrowing down exactly when this behavior change occured.
If you relog Alt B on the old official 1.23 viewer, Alt B will not see the chat from the Spammer attachment worn by Alt A

If Alt A drops the Spammer attachment inworld, Alt B will then not see its chat
If Alt A then Right clicks the spammer prim and attaches it, Alt B will once again see the chat from the Spammer object
It does not appear to matter what viewer you block/mute the spammer object with. Results are the same.
If Alt A drops the Spammer box and Alt B Right click -> Blocks it, so it then shows in Block list as Blocked (object) instead of (name), behaviour is the same. Chat spam is blocked until Alt A attaches the spammer box again.

Looks like behaviour changed around the time Mesh was added to the viewer, going by behaviour on old Firestorm versions.
