[BUG-11472] [MAINT-RC] Avatar cloud texture (cloud-particle.j2c) does not render

Steps to Reproduce

• Force your avatar to be an unrezzed cloud by any means.

  For example:

• Purge cache & relog - likely you wont be a cloud for more then a few seconds if you have a small inventory.

• Use a haxored viewer that allows you to unwear one of the base body parts - skin, shape, hair or eyes.

• Wear a "Missing from database" shape & relog - You can get a "Missing from database" shape here: https://marketplace.secondlife.com/p/Missing-from-database-test/7539227

• Wear this cloud hairbase: https://marketplace.secondlife.com/p/Cloud-Hair-for-BUG-11472-repro/8616940 (Insta-cloud!)

  Observed Behaviour

• The unrezzed avatar cloud-particle.j2c texture never rezzes & you just see default grey square particles.

• See Fig 1 attached.

• Logs show:

  Expected Behavior

  Fluffy particle cloud as shown in Fig 2 attached.

  Bug does not reproduce on default release: Second Life 4.0.1 (310054) Jan 14 2016 18:17:17 (Second Life Release)

Confirmed bug is fixed on this build.

Fix in 311770 happened to have drawbacks, right build for testing this should be 311958 or later.
