[BUG-9449] [Aditi] Logging into Aditi requires acceptance of "new" TOS for some users and not others.

Steps to Reproduce

• Attempt login to Aditi.

  Observed Behaviour

• Some users must accept TOS to login to Aditi.

• Not all users can reproduce.

• Does not reproduce when logging into Agni.

  Expected behaviour

  No-one seems to know if there is a new TOS ;)

  Other Information.

• The entire TOS text is getting printed to secondlife.log I don't remember this happening before when there was a TOS change.

I was asked to accept the TOS on my Whirly Fizzle and my Kippy Adored accounts. My Sparkles Alchemi account was not asked to accept TOS. I was logging all accounts into Morris region on Aditi.

I wasn't affected when I logged on prior to 15:00 using Firestorm 4.7.2

Was asked to accept TOS loggin into Aditi/Morris. Second Life 3.7.20 (33178) Jan 9 2015 17:46:06 (RestrainedLove viewer v2.09.05.0 (3.7.24.33329)) on Linux

Logging-in to Rizal II did not generate a request to accept the ToS.

An immediate follow-on attempt to log-in to Morris after teleporting & logging out did generate a request to accept the ToS.

12th June

9.21 AM SLT - I tested logging into Rizal II with avatar Kippy Adored and she was asked to accept the TOS. 9.22 AM SLT - Kippy did not accept the TOS and attempted to relog into Morris and she was asked again to accept the TOS.

9.24 AM SLT - I switched to avatar Sparkles Alchemi & attempted login to Rizal II, Sparkles was not asked to accept the TOS and logged into Rizal II. 9.27 AM SLT - Sparkles logged out of Rizal II and logged into Morris. Sparkles was not asked to accept the TOS and logged into Morris.

Whirly Fizzle no longer gets prompted to accept the TOS but she accepted it yesterday.

Tested on Second Life 3.7.29 (301305) Apr 27 2015 11:41:55 (Second Life Release), though viewer doesn't seem to matter. I have the same results on Firestorm 4.7.2 internal.

Our deploy engineer confirmed that this was due to a database refresh on aditi only. Therefore expected behavior.
