Heya Texian,
The viewer version you are currently using, Second Life 3.7.12 (291846) Jul 9 2014 16:56:10 (Second Life Project Experience Tools), is over a year old now. You said you do not have this problem on the current version of the SL viewer, which is Second Life 3.8.0 (302622) Jun 12 2015 15:49:55 (Second Life Release) from https://secondlife.com/support/downloads/. The current version of the SL viewer includes experience tools, so there is no reason to be using the old Project Experience Tools viewer which is a year out of date.
The other problem you mention is a JIRA error and can easily be caused by some plugin or add-on you are running on your web browser. If you saw this error message within the viewer when you went to Help -> Report a bug then it is likely to be because the old viewer you are using doesnt have the SSL update. You can just tick the "don't show this screen again" box on the "What's new" window.

We're having trouble downloading the What's New content from the Atlassian website. This may be because you have a slow internet connection or that no internet connection is available. I have NEITHER issue and have no problems with any other viewer including the current version of SL viewer. ALSO, UNABLE to read profiles in the 'experience project' viewer, but can when using the aforementioned ones.
