Default release has the same behaviour if you have subfolders within outfits. It's been this way for a long time (since the start of V2 as far as I know).
A hierarchical folder structure for subfoldered outfits in appearance panel has been requested a few times in the past, for example in BUG-5237.

Steps to Reproduce
Using ViewerLion build 304126, I created a subfolder in the Outfits folder and dragged two pre-existing outfits into that folder.
Actual Behavior
When a Outfits subfolder has multiple outfit folders in it, it will appear in the Appearance panel as a single outfit with the name of the subfolder, and when worn from the "Appearance" panel it will attach all clothing layers and attachments from all of the folders - however, it will only attach one skin, shape, set of eyes and "hair" wearable.
Expected Behavior
Ideally, the appearance panel should list subfolders as separate top-level listings that can accordion to list the outfit folders in them.
Other information
The folders work properly if worn from the Inventory panel.
