[BUG-134200] New estate option: Allow/Forbid vehicles to enter No Object Entry parcels #2236

How would you like the feature to work?

Either a option to: A) Allow vehicles to enter No Object Entry parcels B) Forbid vehicles to enter No Object Entry parcels C) forbid_vehicle_object_entry as a debug command

By default, this will be set to allow vehicles to enter no object entry parcels as to not break existing content and mainland. (REF: SVC-426)

Why is this feature important to you? How would it benefit the community?

People who have placed object unpacking areas as a convenience can end up having objects cluttered in their stores, and rental sims can have objects encroached on other people's parcel. See comments for more severe case use.

A few things:

This problem isn't only in estates. I've dealt with it myself over the years on Mainland.

Objects do not have to be physical to be allowed to defeat no-entry, they just have to be sat on.

In regards to a land option to block vehicle entry in no entry parcels, it should be at the parcel level and at the region level as an override for all parcel settings in the region.

Even with this option, it won't stop agents making child prim coverer objects which encroach into other parcels while the root remains rezzed on a rez parcel or worse, while the object is simply attached.

Aside from the latter scenario, you can use scripted means to detect when someone is selecting/sitting on something they own or on a public owned object, if the bounding box extends into any other parcels or over objects of interest, if the parcel or location should allow sitting or not and unsit the owner and/or return the object and/or warn/ban the sitter if the criteria demands.
