[BUG-139302] Stuck below sidewalk after sinking through it.

Steps to Reproduce

Walking on sidewalk at http://maps.secondlife.com/secondlife/Hunburgh/28/0/44

Actual Behavior

Sank through sidewalk to terrain underneath, and can't get out.

Expected Behavior

Stay above sidewalk

Other information

There's a motorcycle abandoned down here. Somebody else got stuck here in the past. I can teleport out, but somebody lost their bike.

The sidewalk prims are actually owned by a Resident - VeiraVilehart Resident, but they are phantom where they overlap onto the neighbouring region, which is Linden owned land, so I set this issue to "Linden content in SL" as the Resident can't fix it.
