Hiya Miguel,
You already filed this problem at BUG-202740 under your Scratch Neutron account. Which account (Scratch Neutron or Miguel Giarbert) do you prefer to use on the JIRA to troubleshoot your problems? It appears both your avatars are having the same problems & the issue is pretty much certian to be a problem on your system/connection, so you do not need a seperate JIRA issue for each affected account.
Because of the way JIRA is set up, you may not always be able to comment on a JIRA issue using a different account then the one that filed the issue, so if you pick one of your accounts to use for the JIRA report, we can start to troubleshoot.

Steps to Reproduce
I logged in at my home sim.
Miguel Giarbert Scratch Neutron
Actual Behavior
Total failure to rez avatar body clothing, body parts and remain a cloud to myself and others when I login at home sim or safe reliable sandbox. .........Both of my avatars.. Miguel Giarbert and Scratch Neutron. Receive messages saying : Could not put on outfit. The folder contains no clothing, body parts or attachments.
We were unable to decode the file storing you saved login credentials. At this point saving or deleting credentials will erase all those that were previously stored.
Unable to save shape to central asset store.
Expected Behavior
i expected to rezz fully with body shape and body parts and clothed. I expected to be able to attach or detach , but was unable.
