Still repros on Second Life Project BakesOnMesh 5.1.3.513533 (64bit).
Bug also reproduces when Avatar A sets attachments to use baked textures & then Avatar B logs in next to Avatar A. Avatar B will see the baked textures on the attachments but will not see the alpha sections on the base avatar mesh. I presume that's the same bug.

This is fixed on Second Life Project BakesOnMesh 5.1.3.513886 (64bit)
Steps to Reproduce
Avatar A (you) & Avatar B (observer) stand near each other. ( I used location http://maps.secondlife.com/secondlife/Testylvania%20Sandbox/89/116/22).
Avatar A: Wear the default male avatar: Develop -> Avatars -> Character Test -> Test male.
Avatar A: Rez 2 boxes & attach them to different attach points & add a different baked texture to each box. I used BAKED_HEAD on box attached to right hand & BAKED_UPPER on box attached to skull in the attached images.
Observe both Avatar A & Avatar B see the same thing - the baked textures correctly display on the attached boxes and the corresponding base mesh sections are alpha'd out on Avatar A - in this case the head & upper body is alpha.
Avatar B teleport to another region & then teleport back quickly. ( I used the location http://maps.secondlife.com/secondlife/Nuts%20Island/220/48/47)
Observe Avatar B still sees the base mesh sections correctly alpha'd out on Avatar A. Sometimes the bug reproduces here & waiting on the other region is not necessary.
Avatar B teleport to another region again & stay there 5 minutes or so.
Avatar B teleport back to Avatar A.
Observed Behaviour
Avatar B no longer sees the base mesh sections alpha'd out on Avatar A.
Avatar B does however still see the baked textures displaying on the boxes worn by Avatar A.
Fig 1 attached shows what Avatar A sees on their screen - observe the upper & head base mesh sections are alpha as expected.
Fig 2 attached shows what Avatar B sees on their screen - Avatar B no longer sees the base mesh sections as alpha.
No matter how long you wait, Avatar B will never see the base mesh sections change to alpha on Avatar A.
If Avatar A refreshes their bake, for example by taking off the shirt layer, Avatar B will then see the base mesh sections correctly as alpha.
Expected Behaviour
After re-entering the region, Avatar B should see the correct base mesh sections as alpha on Avatar A.
