[BUG-215948] Cover photo in SL community profiles not appearing #3452

Steps to Reproduce

I decided to change it out to a new cover pic. After editing (Gimp) it to fit the current format, I uploaded it and it was accepted. However, the edit features (move the pic around to my liking) were missing and the "accept" button is greyed out. I can still "delete" the picture ("delete" is not greyed out).

Actual Behavior

I noticed this a few days ago. I initially believed it to be a browser issue (Firefox vs Chrome). When I would visit my profile at SL Community, I noticed the absence of my cover photo. I checked both Firefox and Chrome and still had the same problem. I checked on two different machines (one not even a month old) and had the same result. Just a grey/black box appears.

Expected Behavior

I was/am expecting to go to my or anyone else profile and if they uploaded a cover pic, have the ability to view it. Apparently, unbeknownst to others, they were having the same problem (see below).

Other information

I posted this in the technical discussion chat and found others who never knew that their cover pictures were black too. One suggestion was to hover over the avatars featured pic and then the cover pic can be seen. The problem still remains of unable to see the cover pic directly in profile and unable to adjust the placement to the users liking. A grey/black box still shows instead of the cover pic.
