[BUG-216014] [BAKES ON MESH] "Edit My Outfit" Changes Don't Update #3505

Steps to Reproduce

Wear a mesh avatar textured with avatar bakes. Go into "Edit My Outfit" and make changes to skin/clothing/etc. layers.

Actual Behavior

While in "Edit My Outfit" the changes to the underlying bake won't appear. Changes will appear after leaving "Edit My Outfit."

Expected Behavior

When using "Edit My Outfit" with the default avatar outfit changes appear very quickly while still in that mode.

Other information

If the use of local textures within "Edit My Outfit" (which is how the default avatar works) is impractical for this project, an "Update/Rebake" button within the appearance panel would help.

Confirmed on Second Life Project BakesOnMesh 5.1.3.513936 (64bit) Local bakes do not update for bakes on mesh textures.
