[BUG-216233] Strange framerate "hitching" appears to be coinciding with frequent texture changes #3652

Steps to Reproduce

I was afk and when i came back i noticed that the client had become really sluggish, panning the camera felt like i had a low framerate, even tho nothing had changed (no other avatars, no new objects).

Actual Behavior

Performances appears to degrade severely after several hours near an object that switches textures very frequenty.

Expected Behavior

There shouldn't be any long term impact on viewer performances.

Other information

I linked my client's Render graph, you can notice a repeated "spiking" which i attributed to a vending machine that was animating its texture by rotating between 4 different textures, one every 0.5 second.

This appeared to coincide with the frequency of the secondlife client frame hitching.

I joined two pictures showing how after several hours the frame when the texture is being switched becomes longer and longer. It doesn't appear to really affect the framerate overall but you can definitely feel that the client is not responsive.

I'm gonna have to do more tests on this because the texture change might only be a "magnifying factor".
