[BUG-225210] mp4 Video Playback no longer works (Media on a Prim)

What just happened?

Trying to watch a movie inworld.

What were you doing when it happened?

As of the latest viewer release mp4 video files embedded in a webpage using the

What were you expecting to happen instead?

The videos have worked for a many years in SL and I've confirmed it does work with the release prior to this one but does not work with this current release. Appears to be a codec issue?

The page that plays our vids is just a simple HTML page with the following code:

Repros.

• https://imgur.com/a/Rkh8Byt - embedded mp4 Does not play in internal web browser or on a MOAP. Viewer tries to use CEF to play this MP4 which is incorrect.

• https://i.imgur.com/Mi66nnO.mp4 - Direct link to same mp4 Plays fine. Viewer correctly uses LibVLC to play video.
