Hello sincerlyissys,
Will you please go to Me > Choose an Avatar... and put on a starter avatar. Do the arms appear then? If so you may have transparency layers applied to your prior outfit making the arms invisible.

What just happened?
i hate deleted and re downloaded. chnaged to multiple outfits and nothing the arms just don't appear
What were you doing when it happened?
changing outfits
What were you expecting to happen instead?
just change outfits
