[BUG-229562] Frequent rez failures on new server versions #7397

What just happened?

I get an error saying "Attempt to rez object failed"; Several attachments appear attached in inventory and outfit window but remain unattached in-world. Teleporting to another sim (including ones utilizing the same server version) and then attaching something else causes those attachments to finally attach as well.

What were you doing when it happened?

Changing outfits in the newest server version (2020-10-15.550596) produces errors and leaves several attachments unattached.

What were you expecting to happen instead?

Trying to change outfits on the older sim version (2020-09-11T22:25:15.548903) works fine.

[~tetsuryu.vlodovic] if this happens again in a certain region, can you please let us know? We'd like to run a test to better diagnose this issue.
