[BUG-230279] Real-time LOD generation

How would you like the feature to work?

Real-time LOD generation. Take the onus off artists. This would provide the real-time automatic generation of LODs after upload. Mesh creators could still be in control of LOD generation if they choose, or they could click "automatic" and it would be taken care of at runtime.

Using this automatic mode would also be an indication to LL by the creator that the server and platform is allowed to tweak the algorithm for LOD to improve performance as advances arrive. The scene and objects in it would then improve as the platform improves its ability to perform this runtime LOD generation.

Why is this feature important to you? How would it benefit the community?

Modernization of the graphics subsystem will provide new forms of revenue, attract users and extend the life of the platform.
