BUG-9276 was fixed in Second Life 3.8.5 (305531) Sep 29 2015 18:40:23 (Second Life Release). However the fix only allows Ban Member to work once.
Steps to Reproduce
Login on Second Life 3.8.5 (305531) Sep 29 2015 18:40:23 (Second Life Release)
Open a group chat for Group A in which you have the "Manage Ban List" ability.
Expand the chatters list.
Choose an Avatar B from the chatters list (Avatar B must not be group owner of Group A).
Right click Avatar B's name -> Ban Member.
Observe now that now BUG-9276 is fixed, the Ban Member option is highlighted and you are able to successfully ban Avatar B from Group A.

Go back to the chatters list for Group A.
Choose an Avatar C from the chatters list (Avatar C must not be group owner of Group A).
Right click Avatar C's name -> Ban Member.
Observed Behaviour
The Ban Member option is greyed out in the context menu

No matter how long you wait, the Ban Member option will remain greyed out for any non-owner member of Group A.
Open the profile for Group A
Observe that you still cannot use the Ban Member option for any avatar in the Group A chatters list.
Before BUG-9276 was fixed, simply opening the group profile fixed the problem.
In the group profile for Group A, go to Roles & Members -> Members.
Wait for the members list to load.
Note that staying on the roles tab will not work, the members list has to load.
Once the members list has started to populate, observe that the Ban Member option is available for any non-owner avatar in the Group A chatters list.
See Fig 3 attached.
Each time you use the Ban Member option from the chatters list, subsequent attempts to use it will fail again, even if you leave the group profile open and focussed on the members tab.
You need to refresh/reload the members list again for the Ban Member option to become available.
Expected Behaviour
The Ban Member option from the group chatters list should always be available.
