[BUG-230859] [EEP] Enhance EEP controls by adding user-programmable timers for lunar phases #8442

How would you like the feature to work?

The EEP project has greatly enriched our SL experience. It can, however, be further improved to make SL even more atmospheric. I have already filed BUG-230857 for user-programmable timers for seasonal environments. This one is for lunar phases.

In RL, we have lunar phases, which change every day. I believe the EEP system could get a few extra options:

  1. Enable / Disable moon phases - this could use the current EEP's moon texture, overlaying a dark texture on it to depict how the moon looks in each phase.
    1. How often (in days) should the moon phase change.
    2. Inclination of the wax / wane texture's Z-axis: should it be completely vertical, or should it be at an angle (in degrees)?
    3. Blue moons / Supermoons: The user should be able to determine the blue moon's texture (which will override the current EEP's moon texture), how much (in %) larger the supermoon should be in comparison to a regular full moon, and the timing of their appearance, i.e. how often (in increments of months, weeks, and days, i.e. X months, Y weeks, Z days) they should appear.

      Why is this feature important to you? How would it benefit the community?

In RL, we have lunar phases that change day by day. In SL, to do this, we need to manually change EEP settings. I believe this could be automated and that it would enhance (plase see BUG-230857) users' ability to have seasonal sims and / or parcels.
