[BUG-231531] [EEP] Viewer crashes when customizing parcel EEP

Steps To Reproduce

• Go to a parcel where you have EEP rights

• World -> About Land -> Environment -> Customize

• Click on the play button or the forward/backward buttons

  Observed Behaviour

• Viewer crashes to desktop when you click the play button or the forward/back buttons.

Crash fix: https://bitbucket.org/lindenlab/viewer/commits/39eb71754ed6b50a8fdef8771013a9d53a6d40b8 But this doesn't fix missing data, that will be handled separately.
