[BUG-231810] Wiki maintenance

The wiki is a valuable resource for residents, but there are quite a few issues going on with it to the point is becoming unusable. This issue is set as Triagers and Reporter for now due to mention of vulnerabilities in the currently running MediaWiki instance. While I doubt they'd be abused by anyone, since most require editor permissions, I'd rather not bring it to attention to people who may attempt abuse such issues. If and when this is dealt with, please feel free to make it a public issue. (Completed)

Major issues:

• Current version of the wiki is running 1.23.7, this is a very outdated version, as in 2014 outdated. This version has various CVEs. (Completed)
• Logins more often than not, will result in infinite redirects due to corrupt AWSELB and {}AWSELBCORS{}, requiring manual intervention to delete these cookies via developer console. (Maybe fixed?)

• Many images are "broken" due old configuration pointing images to the [https://s3.amazonaws.com/images.wiki.secondlife.com/images/] path, when the correct path is {}[https://d1yjxggot69855.cloudfront.net/images/]{}.

  Minor issues:

• Much information has become out of date, or in need of rewrite. I am currently looking into rewriting some articles to be more modern and have more structured information. Pages like Zindra is all over the place and lacks a lot of formatting.
• The wiki is not edible by residents. While I am aware that this is intentional due to spam, perhaps some research into ways to allow residents to edit it properly. Perhaps recruit volunteer moderators to help manage content on the Wiki.

• Various pages under the Linden Lab Official namespace have become broken. No one can fix these aside from those with permissions to edit those name spaces. An example of these pages is Using the RegAPI. Considering the wiki is the only page that this information is on, and that the RegAPI is targetted towards those who may invest in regions(I.E. Educational Institutions, Companies, etc), it concerns me that seeing the pages in this state may drive them away.

  Improvements:

• A map widget would be great. I don't have Javascript Editing permissions so I am unable to add this.
• Second Life logo is the old green logo, not the new blue logo.
• Default theme should probably be changed from MonoBook (Old wiki theme) to Vector (New wiki theme). Could even roll out a custom theme.
• Main page could use a redesign, or at minimum, rewriting.

Thank you, [~chaser.zaks] - we are planning an update to the wiki very soon that will address some of these concerns, and while many of your suggestions are out of scope for this update, we will consider them for future wiki work.

With today's wiki changes, I do hope that code syntax colors will return.
