[BUG-232297] Restore Quarterly Premium Memberships

How would you like the feature to work?

Before the Premium Plus introduction, we could buy quarterly Premium memberships. Please restore this option.

Why is this feature important to you? How would it benefit the community?

Every time a new Linden Home theme is released I start up one or two quarterly accounts to fish for nice parcels. I may let them expire, or I may make one annual if I really like what they've found. Many Game of Homes players do the same.

Please add this, I can't afford yearly and hate to have recurring monthly expenses. I like a few months paid in one go

According to Inara's blog, Quarterly Premium billing is only available to those who were on the billing plan prior to it being discontinued on June 24th, 2019.

That's not true. I paid quarterly for an alt in January of this year.
